In futuristic Detroit, the police department has been privatized. A cyborg officer (Peter Weller) has triumphed over previous criminal masterminds, however now a new threat looms. As the city is being devastated by a new drug - Nuke - the controlling company OCP tries to create a new type of robocop, one that can be controlled and manipulated. Criminal mastermind Cain (Tom Noonan) is killed and selected to become a new cyborg cop. Unlike his popular predecessor, Cain's new alter ego is motivated not by ethics, but by the promise of a dosage of Nuke. An epic cybernetic battle looms over "old Detroit" as OCP plans to create a new crime-free "new Detroit"....
